William H. Russell, P.E.

Experience:
Bill has over 25 years of hands-on project management, engineering and construction management experience in water and wastewater, roadway and airport transportation, and land development. He specializes in transportation engineering, street and highway engineering, construction administration, and project management. Bill’s clients consist of the Idaho Transportation Department, Local Highway Technical Assistance Council, various cities such as the City of Fruitland and Payette, Idaho as well as Highway Districts such as the Mountain Home Highway District.

Bill was born and raised on a farm in Southeast Washington State where he learned the value of a strong work ethic. In his spare time he enjoys spending time with his family and being outdoors playing a round of golf, white water rafting, boating, and snowboarding.

David A. Mitchell, P.E.

Meridian, ID

Experience:

Dave is the manager of T-O Engineers’ Aviation Services Group. He serves airport clients exclusively and has broad experience with airfield projects of all types and sizes at airports throughout Idaho and the surrounding area. He began his professional career as a civil engineering officer in the U.S. Air Force and has been with T-O since 1998.

His experience gives him broad knowledge of not only the airport improvement and development process, but the airport business in general. His project experience includes developing and implementing a complex plan to help improve Friedman Memorial airport in Hailey to meet FAA standards.He also has led fast-track major runway rehabilitations at airports such as Idaho Falls and Friedman Memorial in Hailey, along with multi-year improvement efforts at smaller general aviation airports like Lemhi County and Arco/Butte County. Dave applies all of his experience, plus his proven leadership abilities to helping our airport clients achieve their goals.

Away from work, Dave spends his time with his wife and three children. He plays an active role in the community as well as volunteering as a youth basketball coach. Dave’s other passions include enjoying the outdoors, photography, running, and golf.

Ben L. Weymouth, P.E.

Coeur d'Alene, ID

Position: Corporate Secretary, Board of Directors / Coeur d'Alene Office Manager

Credentials: Licensed Professional Engineer in Idaho and Washington, B.S., Civil Engineering, University of Idaho


Experience:

Ben is a seasoned project manager with over 20 years of experience and a wide range of expertise. He grew up on a remote ranch in southwest Idaho and farmed in the summers to put himself through school. The moral character and strong work ethic Ben inherited in his early years is evident in his attentiveness and focus on delivering high quality projects for his Clients. Ben enjoys working closely with his clients to guide them through complex agency requirements, and often applies his past agency experience to untangle complex entitlement and permitting issues. He works on land developments, sewer and water projects, roadway improvements, airport landside development and maintenance, and utility company system improvements and expansions. His clients include public agencies, private and public utility companies, native American tribes and developers.

In his free time, you can find Ben on the lake with his family, casting a fly, or in the field with his bird dog.

Patrick Colwell, P.E.

Nampa, ID

Position: Corporate Treasurer, Board of Directors

Credentials: Licensed Professional Engineer in Idaho and Oregon, B.S., Civil Engineering, New Mexico State University


Experience:

Pat has 20 years of experience in transportation, energy, municipal, development and construction oversight. For over 16 years Pat has served as a Project Manager at T-O.  He works with a variety of local agencies, including LHTAC and ITD, plus several highway districts, and cities and counties. As a project manager, Pat feels most at home concentrating on unique projects that take him out and into the field.  Some of these projects include an airpark subdivision, hops facilities, natural gas pipelines, and emergency municipal projects. Pat is involved with the Nampa Chamber of Commerce and is a Board Member for the Canyon County Utility Coordinating Council.

Pat was raised in Southwestern Idaho and prefers to spend his free time traveling, hunting, fishing, hiking, camping, and mountain biking with his wife and their two children.

J.R. Norvell, P.E.

Spokane, WA

Position: Board of Directors / Regional Manager

Credentials: Licensed Professional Engineer in Washington, Idaho and Montana, B.S., Civil Engineering, University of Idaho


Experience:

JR began his professional career with the aviation group at T-O Engineers in 2002.  While developing his skills in aviation design, construction planning and project administration, he developed strong management and leadership skills and now successfully manages our Spokane Office and serves as T-O's Regional Manager.  JR has been closely involved in all aspects of projects including project formulation, grant administration, design, bidding, inspection, and closeout.  He has worked on projects ranging in size from small fencing improvements to multi-million dollar runway reconstruction projects, including a number of planning studies.

JR was raised in the inland empire.  He claims to have kept himself out of trouble while in high school and college by operating heavy equipment for the family business. JR enjoys traveling, camping, fishing, boating, and having a cool one with anyone that likes to tell a good story.
