Bill has over 25 years of hands-on project management, engineering and construction management experience in water and wastewater, roadway and airport transportation, and land development. He specializes in transportation engineering, street and highway engineering, construction administration, and project management. Bill’s clients consist of the Idaho Transportation Department, Local Highway Technical Assistance Council, various cities such as the City of Fruitland and Payette, Idaho as well as Highway Districts such as the Mountain Home Highway District.

Bill was born and raised on a farm in Southeast Washington State where he learned the value of a strong work ethic. In his spare time he enjoys spending time with his family and being outdoors playing a round of golf, white water rafting, boating, and snowboarding.


John Carpenter, P.E.

John has over 20 years of experience in the business of Civil Engineering. As an Engineer, John has worked in both the private and public sectors. He has worked on virtually all aspects of Civil Engineering including but not limited to surveying, roadway design, storm drainage design, site grading, mass grading, sewer, water, gravity and pressure irrigation, pumping stations, well design, septic design, and others. John is able to ascertain the project, ask the right questions, and determine the solution or get the right people to come up with the answer. His professional focus has and continues to be Land Development-Residential, Commercial and Industrial.

John has had the good fortune of surrounding himself with good people. He is supported by talented engineers, surveyors, designers and others making the projects flow smoothly. He has a desire and skill to work with anyone from the large corporate developer to your basic property owner; John enjoys the diversity of the work and people.

John enjoys spending time with his wife, two daughters and son, all who keep him busy. He coaches soccer, enjoys camping, hiking, horse back riding, and fishing. John has a passion for big game hunting and spends a lot of his time in the hills of Idaho Mule Deer and Elk hunting.


J.R. Norvell, P.E.

JR began his professional career with the aviation group at T-O Engineers in 2002. While developing his skills in aviation design, construction planning and project administration, he developed strong management and leadership skills and now successfully manages our Coeur d'Alene Office and serves as T-O's Regional Manager. JR has been closely involved in all aspects of projects including project formulation, grant administration, design, bidding, inspection, and closeout. He has worked on projects ranging in size from small fencing improvements to multi-million dollar runway reconstruction projects, including a number of planning studies.

JR was raised in the inland empire. He claims to have kept himself out of trouble while in high school and college by operating heavy equipment for the family business. JR enjoys traveling, camping, fishing, boating, and having a cool one with anyone that likes to tell a good story.


Carl Hipwell, P.E.

Boise, ID

Carl has nearly 20 years of process engineering, project management and construction management experience in water and wastewater systems for industrial and municipal clients. Carl’s work has included several anaerobic systems for high strength industrial wastewater and a multitude of aerobic solutions recently completing a biological nutrient removal system for the City of Fruitland utilizing a carrousel oxidation ditch.  Carl is an expert in municipal funding for water and wastewater projects including working with the Department of Commerce, Idaho Department of Environmental Quality and United States Department of Agriculture Rural Development. 

Carl was born and raised in southern Idaho and in his spare time he enjoys spending time with his family, coaching baseball, hunting and fishing.  


Jeremy Gilb, P.E.

Cody, WY

Experience: Jeremy has over 16 years of experience in civil engineering including aviation engineering, municipal engineering, land development, and site design. He has a unique and broad range of education and experience in design, project management, construction management and surveying, including construction staking and boundary surveys. Jeremy’s specific dates range from project formulation, to contract negotiation, to detailed design. One of his strengths is communication and collaboration between project design teams, subconsultants, government agencies, landowners, the public, and contractors. Jeremy takes great pride in listening and gaining involvement from owners, agencies, and the public to complete projects. The end result is satisfied clients with projects completed on time for the betterment of the public.

Jeremy grew up on a farm in southwest Minnesota where he helped starting at a very early age and learned his strong work ethic. Jeremy enjoys spending time outdoors camping or boating with his wife, daughter, and two yellow labs. During hunting season there is a good chance you’ll find Jeremy on the lake, river or field, hunting ducks and geese with his dogs.


Jeremy McAlister, P.E.

Jeremy has 12 years of project management, engineering, planning, and construction management in aviation and land development. He specializes in aviation engineering and planning project management. He began his professional career as an engineer in 2006 after trading in a hammer and nails for a degree and a calculator. His experience gives him a broad perspective of taking a concept through completion. That experience includes new airport construction, pavement rehabilitation, airfield lighting design, land development site design, construction inspection, land acquisition, environmental assessments, master planning, business development, and client relations.

Outside of the office, Jeremy enjoys spending time with his wife and two daughters. He can most often be found fly fishing, hunting, golfing, sitting in a church pew, or watching some football when he is not doing chores or following the girls around shopping.


Vince Barthels

Spokane, WA

Position: Spokane Office Manager With T-O: Since 2018 Credentials: Qualified WSDOT Senior Biologist

B.S., Environmental Biology, Eastern Washington University


Vince has over 17 years of project management experience in biological investigations, wetland delineations & mitigation plans, NEPA documentation and environmental permitting. He is an appointed member of the Planning Commission (Chair) for the City of Cheney. This Board reviews both variance requests and zoning issues as they are regulated by the City Municipal Code. In his spare time he enjoys spending time with his family, working on construction projects around the house and being outdoors either golfing, hunting, fishing or riding dirt bikes.
